Further Additional Continuing Appropriations and Other Extensions Act, 2025

The bill would continue federal government operations at roughly FY2024 spending levels through April 11, 2025, extending the existing continuing resolution set to expire March 14, 2025. Beyond the baseline CR, it would add $750 million in emergency funds to FEMA's Disaster Relief Fund for major disasters (contingent on a presidential emergency designation), authorize up to $3.34 billion for the Columbia-class submarine program, allow up to $1.93 billion to cover prior-year cost overruns across more than 20 Navy shipbuilding programs, provide $1.65 million for the Office of Navajo and Hopi Relocation, and make a $174,000 gratuity payment to the family of the late Representative Sylvester Turner of Texas.

The bill would also extend through April 11, 2025, a wide range of expiring health and other program authorities — including Medicare telehealth flexibilities, low-volume hospital payment adjustments, Medicare-dependent hospital payments, ambulance service add-ons, community health center funding, special diabetes programs, and Medicaid disproportionate share hospital payment rules. It would further extend the CFTC whistleblower program, DHS and DOJ authority to counter drone threats, a special assessment on human trafficking and sexual abuse offenders, and the National Cybersecurity Protection System.

All federal agencies and their employees funded through annual appropriations; hospitals and clinics receiving Medicare and Medicaid payments, including low-volume rural hospitals and federally qualified health centers; patients relying on Medicare telehealth services; community health centers and the National Health Service Corps; disaster-affected communities eligible for FEMA major disaster declarations; Navy shipbuilding contractors; and the CFTC whistleblower program.

Without enactment, a partial federal government shutdown would begin March 15, 2025, halting or disrupting services across federal agencies. The short extension to April 11 gives Congress a narrow window to negotiate full-year FY2025 spending bills. Simultaneously, the expiring health program extensions prevent sudden payment disruptions to hospitals, clinics, and patients whose Medicare and Medicaid reimbursements depend on authorities that would otherwise lapse.

Federal agencies would continue operating at FY2024 appropriations rates under standard continuing resolution rules until April 11, 2025, or until the applicable full-year appropriations bill is enacted, whichever is earlier. FEMA emergency funds would become available only after a presidential emergency designation transmitted to Congress. The Secretary of Health and Human Services may implement the Medicare extensions by program instruction rather than formal rulemaking. Navy shipbuilding apportionments would take effect immediately upon enactment. All extended health and other program authorities would again expire — or require new legislation — after April 11, 2025. The budgetary effects of Division B are exempted from statutory and Senate PAYGO scorecards.
