What it would do
The bill would direct the Under Secretary of Commerce for Oceans and Atmosphere (who oversees NOAA) to maintain a Hazard Risk Communication Office to simplify and improve public warnings for tornadoes, hurricanes, winter storms, and other hazardous weather. The Office would develop metrics, eliminate confusing terminology, and apply findings from social and behavioral science to make warnings clearer and more actionable. The bill would also require a research program to modernize probabilistic hazard communication, a pilot program specifically for tornado hazard communication in partnership with eligible colleges and universities, and a strategic plan for the next-generation Warn-on-Forecast system submitted to Congress within one year of enactment.
Beyond communication, the bill would require NOAA to evaluate and potentially update the tornado rating system, conduct post-storm surveys and assessments after significant events, and make that data publicly available. It would give statutory authority to the VORTEX-USA collaborative research program, authorize $11 million per year through FY2032 for it, and require the Government Accountability Office to report on the National Weather Service's information technology infrastructure and alert-dissemination capabilities within 540 days of enactment.

Congressional Budget Office estimate
CBO estimates the TORNADO Act would cost $74 million in discretionary spending (spending subject to appropriation) over the 2025–2030 period, with no effect on direct spending, revenues, or the deficit.
The bill would have no effect on direct (mandatory) spending or revenues, and would not increase the deficit in any scoring window. Its costs come entirely from discretionary appropriations — funds that Congress must separately approve each year — totaling an estimated $74 million over 2025–2030. The largest driver is VORTEX-USA ($59 million over that period), a NOAA program to develop more accurate tornado forecasts and warnings, authorized at $11 million annually through 2032; the remaining $15 million covers a pilot tornado-hazard communication program and a GAO report on National Weather Service IT infrastructure. CBO identified no intergovernmental or private-sector mandates in the bill.
How implementation would work
NOAA's Under Secretary would maintain the Hazard Risk Communication Office, which would develop and periodically update a support plan grounded in social and behavioral science research, coordinate with federal, state, tribal, and media partners, and track communication effectiveness through performance metrics. The Warn-on-Forecast strategic plan must be submitted to Congress within one year. VORTEX-USA grants would be awarded annually, with priority for minority-serving institutions. Post-storm survey data must be made publicly available promptly. The GAO would independently assess NWS alert technology and report to Congress within 540 days of enactment.

This bill requires the National Oceanic and Atmospheric Administration (NOAA) to evaluate and improve its communications about hurricanes, tornadoes, winter storms, and other hazardous weather events.
Specifically, NOAA must establish a Risk Communication Office to evaluate the effectiveness of NOAA's communications and to identify ways to provide simpler and clearer information to the public about hazardous weather events. NOAA must also (1) establish a research program to modernize its communication systems, and (2) establish a pilot program to implement the research with respect to communications about tornadoes.
Additionally, the bill requires NOAA to develop a strategic plan for implementing the Warn-on-Forecast System, which aims to provide more advanced warnings of thunderstorm-related events (e.g., tornadoes). The bill also requires NOAA to evaluate its tornado rating system and to conduct post-storm assessments of significant events.
The bill also provides statutory authority for NOAA's Verification of the Origins of Rotation in Tornadoes Experiment (known as VORTEX-USA), a collaborative project between meteorologists and social scientists to study the conditions that contribute to dangerous tornadoes in the Southeast and the best ways to communicate these events to the public.
Finally, the Government Accountability Office must report on the National Weather Service's communication technology, particularly with respect to timely notices of hazardous weather events.
