Providing for consideration of the bill (H.R. 7567) to provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2031, and for other purposes; providing for consideration of the bill (H.R. 2616) to require public elementary and middle schools that receive funds under the Elementary and Secondary Education Act of 1965 to obtain parental consent before changing a minor’s gender markers, pronouns, or preferred name on any school form or sex-based accommodations, including locker rooms or bathrooms; providing for consideration of the concurrent resolution (S. Con. Res. 33) setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; providing for consideration of the bill (S. 1318) to direct the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in United States military cemeteries overseas under markers that incorrectly represent their religion and heritage, and for other purposes; providing for consideration of the bill (H.R. 1346) to amend the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure under that Act, and for other purposes; and for other purposes.

The resolution would structure House floor consideration of several unrelated bills. It would allow the Speaker to bring up H.R. 7567 (a multiyear agricultural programs reauthorization) under a substitute text with limited further amendments, waive points of order against it, and limit debate. It would similarly set consideration terms for H.R. 2616 (parental consent for changes to a minor's gender markers or accommodations in schools), S. Con. Res. 33 (the fiscal year 2026 congressional budget resolution), S. 1318 (identifying misidentified Jewish servicemembers' grave markers, engrossed together with H.R. 1919), and H.R. 1346 (amending the Clean Air Act's ethanol Reid Vapor Pressure waiver).

For each bill, it specifies which substitute text applies, waives points of order, sets debate time divided among relevant committee leaders, and allows one motion to recommit or commit before final passage. It also allows expedited suspension-of-the-rules motions through May 1, 2026. It does not enact any of the underlying bills' substantive policies itself.

Members of the House of Representatives who will debate and vote on these bills, and indirectly the constituencies of each underlying bill—farmers and Agriculture Department program participants, public schools, federal budget stakeholders, American-Jewish veterans' families, and fuel producers affected by the ethanol waiver.

The resolution determines whether and how these substantively significant bills reach a House vote, including what amendments lawmakers may offer and how much debate occurs. While procedural, it controls the path by which major agriculture, education, budget, and environmental policy proposals could become law.
