Providing for consideration of the bill (H.R. 8035) to amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978 through October 20, 2027, and for other purposes.

The resolution would establish a "rule" governing how the House considers H.R. 8035, a separate bill that would extend Title VII surveillance authorities under the Foreign Intelligence Surveillance Act through October 20, 2027. It would make it in order to consider H.R. 8035, waive all points of order against considering the bill and against its provisions, and treat the bill as read on the floor. It would provide one hour of debate divided between the Judiciary Committee and the Permanent Select Committee on Intelligence leadership, followed by one motion to recommit before final passage.

The resolution itself does not extend any surveillance authority or amend the Foreign Intelligence Surveillance Act; it only governs the procedure by which the House debates and votes on H.R. 8035.

Members of the House of Representatives, particularly the Judiciary Committee and Permanent Select Committee on Intelligence leadership who would control the debate time, and indirectly anyone following whether H.R. 8035's FISA surveillance extension advances toward a floor vote.

Adoption of this resolution determines whether and how quickly H.R. 8035's proposed extension of FISA Section 702 surveillance authorities reaches a House vote, by limiting debate time and blocking procedural objections that could otherwise delay or complicate consideration.
