SPUR Act

The bill would amend the Small Business Act to require federal agencies to include in their annual small business contracting scorecards the number of "new small business entrants" — firms receiving a federal prime contract for the first time — awarded during the fiscal year, organized by North American Industry Classification System (NAICS) industry code. It would also require a comparison to the prior fiscal year's figures where data is available. The required breakdown would cover first-time contractors overall and separately identify those that are service-disabled veteran-owned, located in historically underutilized business zones (HUBZones), owned by socially and economically disadvantaged individuals, or women-owned.

The bill defines "new small business entrant" as a firm that has received a prime contract but has never previously been awarded one by any federal agency. It would not authorize any new appropriations to carry out the requirement.

Federal agencies subject to the annual small business contracting scorecard would be required to collect and report the new data. Small businesses seeking their first federal prime contract — particularly those owned by service-disabled veterans, women, and socially or economically disadvantaged individuals, or located in HUBZone areas — would have their contracting activity newly tracked and publicly visible on agency scorecards.

Adding a first-time contractor metric to agency scorecards creates a visible, year-over-year accountability measure for whether federal procurement is opening doors to new market entrants. Agencies with persistently low numbers of first-time awardees across priority categories could face scrutiny from oversight bodies and Congress, potentially shifting contracting outreach behavior toward firms that have never held a federal prime contract.

Federal agencies would update their existing annual small business contracting scorecards to include the new first-time entrant field for each NAICS code, reporting aggregate new-entrant totals and subtotals for each of the four priority business categories. No rulemaking process is specified; the change flows directly from the statutory amendment to section 15(y) of the Small Business Act. No new funding is authorized, and the bill includes an explicit CUTGO provision barring any new appropriations.
