Amtrak Executive Bonus Disclosure Act

The bill would amend the existing statute governing Amtrak's annual report to Congress in two ways. First, it would require Amtrak to make that annual report publicly available on its website, not merely submit it to Congress. Second, it would require the report to include the annual base pay and any bonus compensation paid to each member of Amtrak's executive leadership team — specifically including the chief executive officer, president, and officers — along with the criteria and metrics used to calculate any bonuses.

The bill does not cap or restrict executive pay; it only mandates disclosure. It builds on an existing congressional reporting requirement rather than creating a new, free-standing program.

Amtrak, which would bear the new reporting and website-posting obligation, and members of Amtrak's executive leadership team whose pay and bonus information would become public. Taxpayers, journalists, congressional oversight staff, and the general public would gain access to compensation data that is not currently required to be disclosed publicly.

Because Amtrak receives federal subsidies, its executive compensation decisions draw public scrutiny. If enacted, any member of the public — not just Congress — could see exactly what top executives are paid and what performance metrics triggered their bonuses, enabling greater accountability for how federal dollars flow through the company's leadership structure.

Amtrak would incorporate the new pay-disclosure requirements into the annual report it already submits to Congress under 49 U.S.C. § 24315(a). No rulemaking is specified; the obligation would be self-executing upon enactment. Amtrak would also need to post the report on its public website. No new agency oversees compliance; enforcement would run through Congress's existing oversight relationship with Amtrak.
