The bill has two main budgetary effects. Second, it would extend by one month — through December 31, 2031 — an existing requirement that caps VA pension payments at $90 per month for veterans and survivors living in Medicaid-funded nursing homes; CBO estimates this would reduce VA direct spending (mandatory benefits payments) by $10 million while increasing Medicaid spending by $6 million, for a net reduction in direct spending of $4 million over 2025–2035. CBO found no intergovernmental or private-sector mandates in the bill.
How implementation would work
Within 30 days of enactment, the VA must seek an agreement with a federally funded research and development center to assess its claimant forms in consultation with veterans groups, legal experts, and advocates. Once the center delivers its written assessment, the VA has 90 days to send it to the House and Senate Veterans' Affairs Committees and begin implementing recommendations that comply with existing law. The VA must finish implementing those recommendations within two years of starting the process.
