Clear Communication for Veterans Claims Act

The bill would direct the VA Secretary to seek, within 30 days of enactment, an agreement with a federally funded research and development center (FFRDC) to independently assess the notices the VA sends to benefits claimants. The FFRDC — consulting veterans service organizations, veterans advocates, survivors' advocates, and VA officials — would evaluate whether notices can be made clearer, better organized, and more concise, and whether changes could reduce paper consumption and costs to the federal government. Within 90 days of receiving the assessment, the VA would be required to submit it to the Senate and House Veterans' Affairs Committees and begin implementing any recommendations that comply with applicable law. Implementation would have to be completed within one year of its start.

The bill would not itself rewrite any VA notice or mandate specific language changes; the operative force comes through the FFRDC's recommendations and the VA's obligation to implement them. It also includes a separate, narrow technical amendment that extends a pension payment limits deadline by one month.

Veterans and survivors of veterans who file claims for VA benefits and receive notice letters about those claims. Veterans service organizations and advocacy groups recognized under federal law would be consulted during the assessment. The VA itself would bear the obligation to contract with the FFRDC and revise its communications practices. Federal contractors and FFRDCs qualified to conduct the review could compete for the agreement.

Veterans navigating the VA benefits system often encounter dense, confusing notice letters at critical moments in their claims process. If enacted, the bill would create a binding obligation — with specific deadlines — for the VA to act on independent expert recommendations to make those communications clearer. That could reduce errors, appeals, and delays caused by claimants misunderstanding what the VA is telling them.

The FFRDC would conduct its assessment in consultation with covered entities — including the VA, legal experts, veterans service organizations, veterans advocates, and survivors' advocates — and deliver a written report. The VA would then have 90 days to transmit the assessment to both Veterans' Affairs Committees and to begin implementing compliant recommendations. A hard one-year deadline would apply from the commencement of implementation. No rulemaking or grant cycle is required; the mechanism is a research agreement followed by an internal agency process.
