Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to Public Land Order No. 7917 for Withdrawal of Federal Lands; Cook, Lake, and Saint Louis Counties, MN.

Using the Congressional Review Act process, this joint resolution disapproves the Bureau of Land Management's Public Land Order No. 7917, which had withdrawn roughly 225,504 acres of National Forest System land in Cook, Lake, and Saint Louis Counties, Minnesota, from mineral and geothermal leasing for 20 years. Because Congress disapproved the rule, it has no force or effect, meaning the 20-year mineral withdrawal is nullified and the land becomes available again for mineral and geothermal leasing, exploration, and development. The law does not itself authorize any specific mining project or lease; it simply removes the prior withdrawal order. It also does not touch other environmental or land-use protections that apply to the area, such as wilderness designations, beyond eliminating this particular mineral withdrawal.

Mining and geothermal companies interested in leasing land near the Boundary Waters Canoe Area Wilderness, the Bureau of Land Management and Forest Service, residents and businesses in Cook, Lake, and Saint Louis Counties, Minnesota, and the Lake Superior Chippewa communities connected to the 1854 Ceded Territory.

With the withdrawal nullified, companies can again pursue mineral and geothermal leases on land that had been off-limits to protect the Rainy River Watershed and the Boundary Waters wilderness area from mining-related pollution and environmental disturbance for two decades.
